Separation of Powers between Elite and People

It wouldn't be that hard to separate our government to have a peoples government with all lobbyists and corporate representation banned. A government actually for the people by the people. The corporations and lobbyists can have their own branch of government that is separate and gets specific allocated powers agreed on by the people. Additionally it would be even easier to create a separation of powers between the elite and the richest of the rich, and the peoples government. Let the elite make their own decisions in their own global government separate from the people.
